After these, maintenance and service will continue throughout the building's life cycle. The building's fire safety planning mainly takes place in the designing phase, where the planning documents attached to the building permit application are prepared.

Operation and maintenance

The entity starting the construction project is the entity that initiates the project. The obligations and responsibilities of the entity implementing the construction project are determined in accordance with national land use and construction legislation (Land Use and Building Act 132/1999 and Land Use and Building Decree 895/1999). One of the most important responsibilities of a entity embarking on a construction project is to find out whether the project is permitted and to attach qualified designers, foremen and other parties involved in the construction project to the project. The importance of good preparation and planning is emphasized in all construction projects.

Section 117b of the Land Use and Building Act (132/1999) stipulates fire safety requirements for buildings. Requirements are specified in regulations 848/2017 and 927/2020 of the Ministry of the Environment. The fire safety engineer prepares plans for the construction project based on these legislations. The implementation and stages of the construction project depend on the scope, purpose of use and location of the project.

  • A large and complex construction project requires going through all phases in order to be realized. In small and simple projects, such as the construction of a detached house, the project can be started directly with building design.
  • A new construction project and a repair project differ in that the boundary conditions of existing features of the building to be repaired must be taken into account.
  • The purpose of use of the buildings, such as a residential apartment building, a commercial building or a production and storage building and their special features, affects the implementation of the project.
  • The conditions of the building site and the building regulations can make it difficult or easy for the progress and planning of the construction project.

Phases of the construction project

The construction project includes all tasks of building, starting from the needs assesment to the commissioning of the completed building or structure an warranty inspection. When the building has been commissioned to the user, the project continues in the form of maintenance and service throughout the entire planned life of the building.

Needs assesment

In the needs assesment, the necessity of the project will be justified and the necessary premises for the project planning will be described in the preliminary space and land use statements. In the needs assessment phase, there is still no need for special planning such as fire engineering planning.

Project planning

In the project planning phase, the project’s scope, quality, cost and schedule goals are defined and the project’s goals, space program, construction site, costs and timing are confirmed. The main designer and the necessary special designers are also attached to the construction project in this phase.

Attaching a fire safety engineer to the project already at this stage is recommended. Achievable benefits:

  • The fire safety engineer prepares a report on the main fire engineering principles and possible alternatives of the construction site.
  • The fire safety designer evaluates the potential for cost savings achieved with performance-based fire safety design.

Proposal planning

If proposal plans are needed in the project, they will be drawn up based on the project plan. Proposal plans may contain different options that are compared with each other.

General building design

In the building design phase the project plan is developed into an implementable building plan. Final result of the building design phase is building permit documents.

The fire safety designer prepares the following documents to be attached to the building permit material and for other special plans:

  • fire engineering plan
  • reports of performance-based fire safety design as appendices to the fire engineering plan
  • expert statements
  • expert and third party inspection reports.

Implementation planning

In the implementation planning phase, the general plans are refined into working drawings for the implementation of the construction.

The fire safety designer prepares the following documents for other special plans and construction:

  • smoke extraction plan
  • fire stop plan
  • fire extinguishing system plan
  • expert statements
  • expert and third party inspection reports.
  • fire-proofing plan
  • plan for emergency access roads
  • emergency plan
  • first aid firefighting equipment plan
  • explosion protection document.

Construction phase

The planned construction is built during the construction phase.

The fire safety engineer performs the following tasks:

  • drawing up a construction site fire safety plan
  • supervision during construction
  • expert and external inspections
  • preparation of the final fire technical and smoke extraction plans (as built).

Commissioning process

When construction is completed, the building will be transferred to the owners and users after the commissioning inspection and final inspection.

The fire safety engineer performs the following tasks:

  • expert inspections for the fire inspection of the building
  • training of the owner and users for the maintenance of the fire safety solutions of the building.

Operation and maintenance

During the use and maintenance of the building, the owner and users take care of the periodic maintenance of the building and updating the content of use and maintenance instructions. In case of possible repair needs, it is necessary to find out whether the changes require a permit.

The fire safety engineer performs the following tasks:

  • advice for periodical fire inspections
  • advice for the maintenance of fire safety solutions for the building
  • repair and change planning in terms of fire safety.
